A Private server is one that is not yet developed enough to be on the hosted tab and/or is not wanting to be there. Usually, these servers have little in the way of content, will hire most development positions, and won't hire lazy positions (such as ET, GP, ect). Also, you will sometimes find that they may be abandoned as well. One such example (before it's recent removal from the list) was Elemental Kingdoms.
A private server is a server that does not appear in the client's serverlist. In most cases this is because they are still under development and don't yet qualify to be listed under the hosted tab, but some are intended to remain this way indefinitely (one example is the #gscript server).

Private servers are almost always understaffed, their managers having bought them without first securing all the help they need. Many are completely abandoned.
